Fundamental roles of the state
a) ARBITRATOR ROLE
The state must strive to ensure that a citizen’s rights and freedoms are limited only to the extent that they infringe on the rights and freedoms of another citizen
A citizen’s rights and freedoms or the rights and freedoms of a group of citizens must not be restricted, not even in the interest of the majority, unless the rights and freedoms of another citizen are endangered. The state should not organize citizens’ lives, it should not support or suppress any conduct on the part of a citizen unless the state is forced to undertake such steps in order to protect the freedoms or rights of another citizen.
b) SOLIDARITY ROLE
The state is the guarantor of last resort of solidarity between citizens
Each citizen is solely responsible for the quality of his own life.
If a citizen finds himself in a situation where he is unable to provide for his most basic living needs, meaning at least the minimum subsistence level (food, accommodation and health care), the state must use its tax revenues and provide such citizen with an interest-free loan. The citizen has an obligation to repay such loan and guarantees such repayment with all of his property, which is pledged to the state when the loan is provided.
A citizen cannot be fully relieved of the responsibility for the quality of his own life without having his rights simultaneously entirely or at least partially restricted.
